The system says I don’t need SSN or ITIN

If you did NOT have US income for the tax year you are filing for, you do not need a tax identification number. 

Please ensure that you answer the question that asks if you have US income correctly. If you receive US income and need to file a Federal tax return, you will need either an SSN or ITIN.
