Why can't I change the entry date from January 1 2023 or the exit date from December 31 2023

For your State tax return the system will need only the dates you’ve been in and out of the US or in different States during the 2023 tax year only.

Please be advised that visits less than 24h as well as short visits to different states should NOT be included here. You only need to report the different states (if such) you actually lived in during the tax year.
