Most state will not process your return without either a SSN or an ITIN.

In case you have determined that you might owe money to the State tax office you should check the States’ government website for more information about their next steps. Each state has its own rules how to deal if the taxpayer does not have tax number.

You can also pay an approximate tax liability you think you might have, online, and if you have overpaid the actual owed amount, the state tax office would return you the overpaid part. If you have underpaid, you can just pay the shortage once you see the final amount or the state tax office sends you Notice (which must not scare you as you just have to follow the exact instructions mentioned there).
